This guy was making candid photos of couples in parks in Tokyo at night.

It seems they may or may not have seen him, and any case they were sometimes photographing each other.

Definately a good and interesting read. I quite enjoyed the reference to the U.S. Senator who got caught trying to illicit sex in a public place and was then fired/resigned from his job.
