The large Phaidon book by Val Williams is a comprehensive look at his lifes work so far, and as such it brings a lot of his themes together as an explainable progression. But I agree 'The Last Resort' is perhaps the best individual body of work.
The Last Resort is a classic. Great street photography. If you like Parr's macro with flash stuff that he started doing in the 1990's, get Think of England or Common Sense. I also really like Small World, which is kind of between the earlier street stuff and the macro flash stuff.
His more recent books like Mexico aren't that great, IMO.
He is an interesting photographer. It is hard to pick out all the crazy stuff he uses which helps to define his style. I do know before he went digital, he used a 6x7 and then a 35mm, I don't know what flash he used first, but he used a SB-29 (ringflash) more lately. He also when using film used consumer film, one was Fuji Superia.
