No. There is a screw that needs to be removed under the seal.Can a proper CLA be performed without removing the L seal on an M3?

Only if you can figure out how to remove the top plate without removing the screw under the seal.
The reason for the seal is warranty purposes so the repairman can see if the owner has attempted a repair himself..

However, the seal may be restored after a CLA. I know of a Leica-trained repair person who has an L seal, but it is inverted (indenting the L rather than raising it, or the reverse). See my M1 for sale (link in signature).

The original L seal as the camera left the factory was a raised "L". When Leitz opened the camera (for repair, etc) it was re-sealed with a depressed "L".
