I like shooting black and white and I need a red filter. I already have a yellow one that came with my fed2b and its industar 26m lens. On the side, the yellow filter says: "40, 5x0, 5" along with "ЖC-17" (which i'm pretty sure is just the filter's color)
My second question is this: I'm sure that my FED2's shutters are lagging when i select slower speeds. Sometimes it does, sometimes it does not. What causes this, and how can I fix it?

Yes, 40.5mm is the size you'll want for filters.
For your second question, I am no expert on the FED2 but there is a very useful sticky thread here in the FSU forum that should help you diagnose your camera and, if you are a DIY person, help you fix it.

The yellow filters came in three versions "ЖC-17" is yellow and x2, the ЖC-12 is light yellow and x1·4 factor and the ЖC-18 is dark yellow and x3 factor.
