My Rolleicord II has vulcanite which is pulling-up around the edges and curling... is is possible to flatten and re-glue, or am I looking at recovering the camera ?

Buy yourself a small tube of Scotch Super Strength Adhesive (contact cement). Have a rag and some lighter fluid for any thing that oozes out. Use it sparingly. This stuff has been fantastic for my cameras, and it sets up very quickly. I used to use Elmer's glue, but it takes forever to set and swells up, so whatever you're gluing down will often ride higher than the surrounding covering.

Gorilla glue will also hold forever, and forever, and ...

Rollei used leather -- not vulcanite -- which means that it must be treated differently. The thing that you have to do is to soften the leather and make it pliable.
You might be able to use some saddle soap and/or mink oil. Or it might be possible that the leather is beyond help.
In that case, you might want to consider replacing the leather with material from a third party.

Can't speak to the history of my particular Rolleicord (s/n 1,089,xxx), but the sides and back are some sort of faux leather ( they are die-cut and have the appearance of factory coverings). The viewing hood and lens panel are upholstered with real black heather ,which is very thin and crumbly.
About 40% of the faux stuff is peeling, the rest is stuck fast... the pebbled surface media has shrunk-up, but the fabric substrate has not...
