I have this $300 refurb IBM with windows XP pro that I use for e-mail. forums, surfing EXCEL and I am getting more and more frustrated. IE 8 is also on it.
Damn thing keeps putting up new tool bars, suggested stites, free hot mail, accelerators, google chrome, and sundry garbage that takes up space on an already small 8x12 CRT screen . I delete the crap and it comes right back. I can`t even block a website like I did with IE7 where it was easy. I want to block Google.

Have two Macs and never have this trouble with either.

Probably. I suggest you get Opera (http://opera.com).
Also, you should NEVER EVER UNDER ANY CIRCUMSTANCES install any software without monitoring the installer options carefully. This is most important with free software and software from small companies but even the big ones occasionally pull nasties. Always opt for a custom install and investigate all of the options to confirm that there is no option for installing toolbars or browsers or if there is one make sure you deselect it.
