The Guatemalan judiciary and legislative branches moved within their constitutional rights to stop an expansion of executive power. This was not undemocratic, it was protecting the representative democratic republic of Guatemala. If the president had expanded his powers the country would have been well on its way to being the next Venezuela. I think most impartial parties can look at what Hugo Chavez is doing and see how counterproductive it is.
