Delta 3200 used @ 400

The massive development chart does give development times for this film @ 400. It might be worth checking there for a starting point. I'm no expert, but it seems you would shorten development time. Have fun!

use a dev that sheds speed bec you have overexposed it by about a stop and a half form true speed. Try Perceptol straight, or Microdol the same. That should get you down to 2/3 stop overexposure or something like that, which should be fine.
 
If the results are critical, get another roll of 3200 and shoot it as a test roll at 400, then (in the darkroom) cut it into shorter strips to test the recommended development times.
 
In contrast to the above, I would not go anywhere near DDX if shot at 400. DDX gives very full speed (which for this film is about 1000/1250) so if you know you have exposed at 400, its best to use something that sheds speed, not provides it. D76 or ID11 straight is another option, but few developers will drop speed as well as undiluted Perceptol or Microdol. Just my 2 cents... but DDX will give a solid stop more speed than undiluted perceptol...
