If that counts all I can offer would be an iMac. I use one with i5 processor and 21.5" and it is perfect for Photoshop, Lightroom etc... I think the newer versions are much better. If you can afford, you don't need to think too much...

Real Men Shoot Film.
Any modern computer should run Photoshop fast enough. The main concern I would have is the screen. Most LCD screens are really not well suited to photo work; a good screen costs more than an iMac or an all-in-one Windows machine!

Striving
I built a new PC recently to replace my last one which was about six years old. I wanted one to last me for several years, and sought advice from a family member in the business. I ended up with:
Microsoft Windows 7 Ultimate 64 bit
Intel(R) Core(TM) i7-3930K CPU @ 3.20GHz, 3801 Mhz, 6 Core(s), 12 Logical Processor(s)
Physical Memory 32.0 GB
The main hard disk is a 64GB solid state drive, with data and backups on several internal 2TB drives. (I also have external backups.) All in a big tower case with several fans and filters.
The experts can probably provide more meaningful comment and recommendations, but for me this system really flies with Photoshop and Lightroom, and for all the other mundane tasks.

I built a similar system t the one Chris describes above. The specs are a kittle different ( i5 core, 8GB RAM, etc.) the point is PCs in a tower are very easy to upgrade, are economical, and are relatively inexpensive. I use this system with CS5 and Lightroom 4.
I plan to trade out the SATA drive for a ssd scratch disk and update the CPU and hard drive space. Should be doable for a few hundred $.
Hope this is helpful.
