Adjust diopter on Zorki 4 before every shot?

This is my first Zorki 4 and I noticed that when I adjust the diopter it's only good for things at a certain distance. If I point the camera at something 10 feet away, I have to adjust the diopter, and then if I swing the camera around to point it to something 30 feet away, then I have to readjust the diopter or the object won't be in focus.

Is this normal?
 
The diopter makes a fixed correction, once adjusted and your eyes should do the rest. Up to a point, they work at all distances but I'd say it's not abnormal to adjust for "near" or "far". Don't forget the correction is only for the viewing system, as long as the RF is calibrated correctly your shots will be focussed as you intended - irrespective of dipoter setting.

Unfortunately it's also pretty mis-adjusted vertically so at some point in the near future I have to try my hand at rangefinder adjustment.
 
I've no experience with Zorkis, but on Leica LTM bodies, this is referred to as the "Rangefinder Eyepiece Adjustment" and adjusts focus of the RF (not the lens) at different distances. It also serves as a diopter adjustment. I always need to adjust this on my IIIf if I'm alternating between distant and near objects, to get the sharpest view for focusing.
