Aperture ring on Rodenstock Rodagon 50mm 2.8 lens

bert, they're designed so you can preset the working aperture. I use this feature all the time on my enlarging lenses.
 
That's the design. Pull and twist sets the limit. From that point you can turn only from wide open to that setting. Sounds like your lens is OK. For enlarging? or for camera-scan?
 
bert, if you examine your negative and decide that for such a size of paper or density of negative you want to expose at f11, then after you focus (in the dark) you don't need to turn on the lights to see that your lens is adjusted to the proper aperture. In the big picture you need your eyes to become accustomed to exposure and development in darkened conditions.
