Changes to paypal policy!!!

The gist of it that you, if you do not send a signed opt-out letter to Paypal before Dec 1., agree to forced arbitration. Meaning you agree to all disputes being solved out of court.
 
eBay (and PayPal) have shifted their policies in recent times to protect buyers. As a buyer, it's actually quite a comforting experience; it has allowed me to be a little more risk-tolerant and in a couple of cases, eBay has forced the seller to do exactly the right thing.

For example, I got a bad item for $5 from a seller in China. The seller wanted me to ship the item back before they would consider a refund. EBay forced them to refund me fully without shipping back.

This works OK for volume sellers who can accept the small percentage of buyers who abuse the system. For selling a precious item on the eBay, I think you take a risk of losing your item to a shady buyer.

Not true. After buying nearly $5,000 in stuff and services via Paypal, I was told the company needed access to my bank account in order to "verify" its authenticity. I said, Sorry, but no one but me gets access to my accounts. Paypal did the same thing to a friend of mine, too. It's evil.
 
This forum seems a good place to exchange camera items.

I agree - one caveat though - Ebay offers a wider range of buyers than this forum does; however the fees are a lot more pricey and you have to deal with all those policies PayPal and Ebay have in place. I can deal with buying off of Ebay but not selling.

That said, even though most of my recent items have sold via the forum here the one I thought that would sell the quickest due to the low pricing has ended up sitting there unsold... This could be a signal of consumers hanging onto their $$ more so than anything else however.

people these changes to paypal affect all of us regardless of if you use ebay. If you pay for something here using paypal then these changes do apply to you.

Not all of us. I don't buy anything using paypal, and I've never used e-b. Why would I?

I occasionally buy on eBay but not with paypal. I won't give them my account numbers so they won't do business with me.

Do like I do...setup another account and keep the dollar amount low except when buying. This way they don't have access to your primary account...
 
I don't like paypal but I think it's a bit of paranoia involved here. Financial service suppliers like paypal want to have some account information from you so they can verify if you really have access to the given account. They transfer 1cent or so to the account and in the transaction description a code is included. When you type in that code on their webpage they know that you have access to that accout and it's ok to debit that account.
 
I have a naive, maybe ignorant question.

If you are buying from a private party over the internet, and you don't use PayPal . . . what do you use? Normally a private seller is not set up to accept your credit card payment.

Second question: is there a way to feed $$$ into your PayPal account and make it impossible for them to tap your bank account for any reason ? ?

In my naive European world you use plain normal bank credit transfer. I pay nothing to transfer money within the whole EUR zone.
 
Then the seller must give you his/her account number and access to it ?

He has to give me the account information but you don't have any access to his accout. You can only use this to transfer money in the direction of that account.

To debit an account is a completely different thing.

Giving away your account number in the EUR zone is no risk.
 
Once paypal has one account number they quickly find any others. My bank informed me that after opening a paypal account attached to a CC, that they were asking questions about other accounts I had. This disclosure may have been made via local laws.

State and Federal laws prohibite this.. They can only inquire about the account attached and no others..

I just called my bank and asked.. Their response "paypal or any other service can only inquire about other accounts if you give written permission. User agreements are not written permission".

I've been doing it this way for years now with no request to my bank...

I instructed my bank not to share any account info with them - other than the CC info they had. Paypal is a very bad operation.. not to be trusted.

You can do this by logging into your online banking and setting up filters and instructions.

They've never betrayed my trust..

One friend had his checking account frozen for several months over a very low value transaction. He was found not at fault - but if his account had held his mortgage money, he would have been in serious trouble.

I don't buy this. Paypal cannot lock a bank account. They cannot even lock the one attached to the paypal account...again verified by my bank..

Your bank account can only be locked or taken over by court order and then only for the disputed amount..

Be careful with PayPal and ebay. They are not good people.. my opinion.

Been doing business with eBay since 1999 and paypal since they became a part of eBay with no problems whatsoever.. The only time a buyer filed a claim which only locked my paypal account for 3 days paypal resolved the claim in my favor..

If you do a bit of checking, you'll find paypal has been subject to the same rules banks and credit unions are for several years now...
 
I just sent Paypal an explicit inquiry about their control and access to my default bank account.
Their robot says they will respond in 2 - 3 days.

If it adds to this discussion, I will post their response here.
