This a a money grab for big business that has lobbyists. Don`t forget we have the best government money can buy.
My policy for the past few decades has been to reelect NOBODY. One term is all they get. Then they don`t need to take all the reelection bribes ( campaign contributions) and can spend their time trying how to improve things rather than how to get reelected.
Radical thought I know.

I used to think the one-term-and-you're-out path was the way to go, but I think it actually makes it worse. If the elected officials get changed that much, the staffers who are there for life (or go to lobbyist heaven), make more of the decisions. The only thing worse than having politicians in Washington making decisions for us, is having unelected officials making decisions for us.
The write-up leaves me thinking that they are only telling part of the story, it would be interesting to read more about it and find out who and why it is being put out there.
Watch out, if you are against this bill I can see people saying:
"What do you have against orphans? Don't you want orphans to find new places to live?"

Look, most of Congress are lawyers, so one would expect any law they pass to require the services of lawyers to understand or comply with it.
