could this be a conundrum?

there is a group exhibition being organised near where i live in country victoria, australia, for an arts and culture weekend in november. the brief for the photographic exhibition is to produce images, framed, that represent the region or promote the region. examples of what is "acceptible" (the organiser's word) include shots nearly all of us have made at one time or another, rusted bikes in sheds, surf breaking on rocks, closeups of swans faces. all more or less postcard style images. nice, pretty.

now the conundrum. the brief also said that the exhibition, ie the photographs, were NOT to be about photography. the organiser's words, himself a technician of many years in the trade.

my query is this, how or when is an image, a good, high quality, well composed and interesting photograph not about photography?

i am happy to be enlightened so that i might learn to think in yet another way in my old age, how images can be made. i should add: an irony, too, is that the exhibition is to be held in a one-ute town pub. now for all you non-aussies out there, an aussie pub isn't the charming happy-go-lucky sing-along kinda place you expect to see an exhibition of fine photography in.

i do like a challenge.
