I have been shooting HP5 at EI 250 and developing in Perceptol according to Ilford's recommended time (~13 min) at 20C. Results have been excellent, but I would like to cut development time and switch to a developer with longer shelf life once stock solution is prepared. Quality of grain is not an overriding issue for me. It seems guidelines for ID11, Dektol, rodinol and others are based on EI of 400 for HP5. Has anyone used these developers for HP5 at 200-250? What times do you suggest?

The usual recommendation to counter a 1-stop overexposure would be to cut developing time by 20%. I'd try that for starters. This is often recommended as a way to deal with very contrasty conditions (over-expose by one stop and reduce development time by 20%).
