When using a CV 35mm/1.4 lens (or any other legacy lens) on a Micro 4/3 camera does Image Stabilization make a noticable difference?

I would recommend using it. Don't forget to set the focal length in the IS settings so that it is calibrated properly.

How many stops different? I can usually get a good shoot of a stationary subject at 1/15. So with Is can I get a good shoot at 1/4?

Well, maybe not quite that long (1/4) and sharp ... The 35mm lens has an angle of view as a 70 mm full frame lens, so that would be hand held at down to about 1/60; and IS might help you hold the lens at 1/15 as you said, but better not bet on less; just up ISO and you got the shot ...
And of course, why do you ask? Try a few shots at several speeds and then you know your personal limits here: your heart rate etc play a role, your holding technique, wind, etc etc.
