Here are my dream specs for a P&S. Does such a camera exist?
35mm-40mm lens
f2.8 (or less)
Max asa/iso=at least 800
NO auto flash (this seems especially hard to find)
My Nikon L35af comes close.
And I'm curious about the Canon AF35ML (with some models going up to 1000ASA)
Any ideas?

My dream camera would have M3 build quality, a QL17 fast load mechanism, TTL metering and a fixed 35mm F1.8 lens.

does point and shoot mean full auto focus or is pocketable manual focus okay?
if so: contax t, olympus xa, rollei 35s/se, and minox 35 series all meet your other requirements.
do you need to be able to set the asa/iso manually or is dx okay? if dx is okay: contax t2/t3 and nikon 35ti require dx codes (they default to asa 100 without - though you can push 2-3 stops)

a phenomenal camera. if you're shooting above asa 400, be sure to carry a ND filter because the top shutter speed is 1/250 with a min aperture of f22

Only an issue with slide film. Negative film loves a bit of over exposure.
I wish this camera were manual focus with a focus ring.

You basically described the Canon, as it's the only P&S I know of that has an aperture greater than f2.8 (f1.9). And I've got boxes full of P&S cams.
Most of the cameras that have flash control features will have zoom lenses, which are slower, and DX ISO coding, so you have no control over the setting unless you modify the film canister.

You seem to be leaning towards auto focus. If not, there are many. I can second VagabOnd's suggestion of the Olympus XA. You focus by RF, set the ASA, and use flash when you want to with the accessory dedicated flash. 35mm lens, ASA to 800, RF focus, very small size.
Unless I'm misunderstanding, why wouldn't the Leica Minilux / CM or the Nikon 35Ti be a contender?

the konica big mini's and yashica t's all fail the auto flash requirement.
the ricoh ff 90 super / ff 70 fits all your requirements... if you're shooting two handed. it is an "auto flash" camera, but on the top side above the flash, there is a button that pops up when the camera thinks you should use flash and you can press it down to disable the flash from firing.
also, it's almost certainly the cheapest camera listed on this page.

My dream camera has already been built. It's a Ralph Gibson Signature Leica MP & practically all of em are in it's collector box on a shelf or in a safe & never a roll of film has been run through any of them.
I get a hold of one it'll be banging around my neck & I'll shoot the devil out of it like they were meant to be used.
Any collector who might be reading this please consider willing this camera to me. I promise I'll take better care of it than your greedy kinfolk who will only rid of it for the money to buy coke

I'd say a mamiya 7 with a collapsible mount a la mamiya 6 and an 80 2.8 lens.
