Fed 3 with lens question

I went to a local camera shop to check out their 50% off sale this morning and walked away with a Fed 3 with Industar-61 lens for $20..
Overall the body seems to be working fine with all speeds sounding good and the curtains don't have any holes or damage. I believe this to be the type B model.
The lens however has oil on the aperture blades and the f-stops don't line up with the indexing mark but work fine otherwise. With the index mark at the 12:00 position and aperture fully open, f/2.8 lines up at approx at approx 10:00 position while looking at it from the front facing the lens.
Is this normal??
Also how do you gain access to the aperture blades for cleaning? The front ring doesn't seem to be removable.

Also one more question..the rf horizontal is off very slightly (enough to be annoying) and the vertical is off enough to affect vertical focus. How do you gain access to the adjustment screws?
