I got FED 3B from e-Bay and works well until one day I (probably) wrongly change the speed dial before chocking. Now, my FED only run for likes 1 sec speed.
Well, is there any change to solve this problem by myself? I have a bit of small screw-drivers and stuffs to help me cleaning manual lenses.

Try winding up and then setting the shutter speed to 1/30 (that's clockwise, as far as it goes). If it does not come back to normal after a few shots, you'll have to open it. Rick Oleson's Tech Notes have good diagrams for opening the FED3B.

You would have to look at the relationship between the slow speeds timer and the speed selection mechanism.
The speed selector wheel operates a blade, that inserts into a bronze disk with slots. When you lift the selector, you can move the blade from one slot to another. Each slot = one speed.
Past the 1/15 mark, the selector begins to engage the slow speed timer.
I believe that yours is engaging the slow speed timer in every position, i.e. it somehow passed the bump that limits movement of the selector wheel further than the 1 second position, which is the slowest speed (all the way counterclockwise). If so, moving the selector from one speed to another in your camera would make the buzzing sound characteristic of winding the slow speeds timer. The bump is visible between two slots, at about 7 o'clock in the bronze disk in the picture below.
If this is what happened in your camera, it should be possible to make the speed selector go again over the limit bump in the opposite (clockwise) direction, to recover normal operation, without having to open the camera top.

done. currently my fed perfect to 1/30. slower than that it may jammed (exp. 1/8 and 1/4). well, i'm happy with it. can wait to test it tomorrow. thanks!

By viewing your picture, I realized that I miss a screw or something (red circle) and try to find something to substitute and voila! it works.
At slow speed, sometimes it's jammed. Well, I put some lube bottom and beneath top (pink circle) - and getting better. If I miss something... let me know. Thanks.

The slow speeds timer works better with no oil at all, once it is clean. I had to soak mine in solvent to get it working.
You could try a drop of solvent on the slow speeds timer mechanism, and then make it work (for instance shooting with 1 sec) on and on. Do it over some absorbent paper!
