Film counter repair costs?

I just purchased a user M4 from eBay, and though the ad said "CLA'd last week" the camera arrived and the film counter does not work. Since the seller lives in Europe, I'd rather not send the camera back and instead get compensated by him for a repair done here. Any ideas what it would cost to get the film counter repaired?

Two years ago, I had my M6's film counting repaired in London for 75 pounds. I think it could be done for $100 in the USA.

If the film counter doesn't work, it might just be smart to do a full CLA yourself to ensure that the camera is in working condition.
