I like the elevated viewpoint and the composition. He's probably just enjoying a quiet smoke, but by standing in what looks like a bare cell it could also be a commentary on smoking in public.

Laundromats are the black holes of free time, and these two people are doing their best to make time pass while they wait for the machines. Perhaps their lives are fading away, like their clothes and the colours in this picture.
