I found out as of today, Nov. 17th, 2010 that Japan Post will no longer offer EMS, Air Mail or Economy Airmail service for items weighing over 16 oz or 456 grams to the USA and its protectorates. All other countries are exempt.
Exceptions for the USA
1. If the item is under the 16 oz or 456 grams then Japan Post will mail it.
2. If the seller has a mailing service contract with Japan Post then the weight regulation does not apply.
It has to do with new security measures in the USA. I read that once Japan Post gets coordinated with the US regulations order EMS, Air Mail and SAL will resume, but until then the new regulations are in place.
I suggest you contact any Japanese seller to find out
1. Do they have a shipping contract with Japan Post.
2. What the package weighs.
