I found out as of today, Nov. 17th, 2010 that Japan Post will no longer offer EMS, Air Mail or Economy Airmail service for items weighing over 16 oz or 456 grams to the USA and its protectorates. All other countries are exempt.

Exceptions for the USA

1. If the item is under the 16 oz or 456 grams then Japan Post will mail it.

2. If the seller has a mailing service contract with Japan Post then the weight regulation does not apply.

It has to do with new security measures in the USA. I read that once Japan Post gets coordinated with the US regulations order EMS, Air Mail and SAL will resume, but until then the new regulations are in place.

I suggest you contact any Japanese seller to find out

1. Do they have a shipping contract with Japan Post.
2. What the package weighs.

I wonder how long Japan Post has known about this and failed to advertise it to it customers. I shipped four items on Monday. I shipped two to the US. No in the post office mentioned verbally the new regulations or handed me information leaflet. Just poor communication. Oh, wait this is Japan, where talking around or ignoring an issue is an art form. Do not want to destroy the wa! I guess the staff is too busy taking New Year`s Greeting Cards orders to remember the new regulation.

.... tomorrow morning I will go to the post-office and send my last 7 rolls of Kodachrome to Dwayne's Photo in Kansas. Hopefully they will pass through ... 😱
 
From 15th November USPS stops receiving air mail with weight higher then 453 grams regular way (read: delivered by regular public air transport) for non long term customers under contract due to the terrorism threats.
The restriction was on here as well but only from 15th till 18th as Czech Post made the deal with Lufthansa to deliver heavier air mail to USA with Lufthansa cargo only airplanes.
USPS restriction is worldwide and suppose to be cancelled on 8th December.
Delivery of air mail from USA was not restricted.

It's an incredibly stupid decision, and at the absolute worst time of year, just before the holiday season. Japan Post ships an average of 200,000 parcels per month from Japan to America, at an average cost of $25 per package. Many small business people here in Japan (including myself) have relied on Japan Post for shipping for some years.

Commercial JPO customers are not affected, but what they don't mention is that it takes up to 60 days to set up a commercial JPO account. Sorry to say, but the holiday season will be over long before most people can get such an account set up.

Other shipping services from Japan, such as Fedex, UPS, and DHL, are still shipping to America, but their rates are absurdly high, being approximately 3 times more expensive. Who want to spend $100 to ship a $30 gift?

Japan is not exactly a hotbed of international terrorism, and as an island nation it is exceptionally hard to smuggle dangerous/illegal items into the country. I fail to see the logic in Japan Post's decision, but there have been many complaints in Japan recently of incompetency in the organization.
 
As I write in my post, it is USPS decision. Japan Post or any other post in the world is not to blame..

Yes, I was just thinking: Japan Post is probably just reacting to US import restrictions. Not likely JP's idea at all. And the Holidays presents a perfect opportunity for parcel bombs to enter the US while buried in the avalanche of legitimate gifts. Pretty much a nightmare for the postal service.
 
hmmm....I sent a lens to France, and the buyer wants to return it and is saying that he cannot send it back due to a similar restriction. Does this new policy affect every country?

Edit: Vobluda's post indicates it is world wide.

Such security measures would be meaningless if it isn't global.

Due to heightened aviation security measures taken by the United States of America (USA) concerning mail transportation to the country, all air mail services (including Speedpost) from Hong Kong to the USA are subject to delay until further notice. Any inconvenience caused is much regretted.

Packages heavier than 453 g still can be send to USA with "Economy" type of service - naval, ground with 20-30 days delivery time..
