I have just been given a contessa 35 to play with but it appears the shutter or shutter cocking mechanism is jammed, or perhaps I just don't know what to do. I cant move the shutter cocking lever nor can I fire the shutter, the speed dial still turns. Is it possible I'm just missing something or does this sound completely jammed up? any advice would be greatly appreciated as otherwise the camera is in really great condition.

I think Bob is right. I have a roughly contemporary ZI Contina that has this interlock, and it was very common on German cameras of the 1950s.
So either twiddle the sprockets by hand or run a scrap film through it a few times.
