So I picked up a mamiya 6 with the 50mm lens for a pretty good deal. Everything is in perfect condition except I just noticed what appears to be decementing on the rear element. Can anyone tell me if this will affect image quality or cause diffraction issues?

I would doubt that would greatly effect image quality in photographs .
Help with lens issue!
The white dots around the edge? I'd say that's schneideritis. It looks like a pretty mild case. I suspect at the most you "might" see a very minor increase in flare when shooting in difficult lighting. Most likely you won't see anything at all.

How can i tell if it's all the way through the lens to the center or if it's just at the edges?
Assuming it is schneideritis (which it certainly looks like), it only forms between the edge of the glass elements and the metal lens barrel.
