How to set the speed on a 1C Red Dial?

I am puzzled about setting the Sutter Speed on my Leica 1C Red Dial.
So far I have figured to advance the film first and then turn the center dial to the desired speed aiming at the arrow.
What I don't know is how the use the outer (red) dial hoping to reach slower speeds than the 1/25 from the center dial.

That looks more like a If Red Dial to me. There are no slow speeds. The outer dial sets the firing delay for the flash contacts. Different types of bulbs take different times to reach maximum illumination and need to be triggered at the correct time.

1/25 is the slowest timed speed on your camera. You have a red dial 1F. The red dial below the shutter dial is to set flash synch delay.

Using electronic flash (X synch) you set the number to 0 for 1/25 shutter speed.

If using flash with 1/50 shutter speed, the ring has to rotated to the 20 position.

BTW, if your shutter dial doesn't line up with the index mark, then you need to loosen up a small set screw on the side of the shutter dial, get the index lined up, and then tighten the set screw. In your picture, the shutter dial is set at no discernable speed.

I just developed the fist roll off film I shot with this camera.
The first half is unexposed. Likely all these images were taken at the Beach with higher shutter speeds.
Then some weird looking exposures. Then some at the slowest speed 1/25 that look fine.

Did I do something wrong?
Or do I have t return the camera to the vendor?

You could remove the lens and by viewing from the front-side check if the shutter opens fully at slow speeds and also if it opens partially (slit) at higher speeds. The lubricants might have gummed up a little and exercising the shutter might help.

I did that but other than the slowest speed I can't see the shutter open and close.
One experiment I did was to shine a flashlight into the lens opening and into the back. I could only see a small sliver of light appear on the left hand side.
Is that because I can't see fast enough or something is wrong?

It needs a clean, lube, and adjust. The oil in the bearings for the shutter curtains has turned to goo, and the shutter is "capping" badly.
