A big "Thank you" to Zeiss-Fan for his input on my "sick meter" question with a Contax IIIa BD.
Apparently the issue was mainly oxidation between the selenium wafer and the brass contact ribbon-springs.
I disassembled the meter housing, removed the cell & diffuser as a unit, cleaned things carefully with a pencil eraser (minding that crumbs did not get into the camera body), and 1000-grit wet/dry auto-body sandpaper.
Put it all back together (gosh those screws are tiny !), and at 11:30 PM, pointed-up at the ceiling light in the kitchen, it seemed to be more lively.
Today is a beautiful bright, clear, sunny day, so I took the IIIa to work with me, along with my Luna-Six meter... to my great delight, the Contax meter seems to be withing 1/2 stop of the Luna-Six...

Any tips on setting the "zero-adjust" on the IIIa Black-dial meter ?

Glad to hear that it worked. I'll need to look in my book regarding the meter. But I believe that you close the flap and then turn that small screw on the back of the camera until the meter needle is just below the black dot.
