Ilford Delta 3200 @1600 - Why i did wrong?

Well, this week I've been scanning some Delta 3200 and I don't the result at all.
I set the film @1600 and developed it on D-76 1:1.. What i did wrong? Where are the withes?

The scan is pretty poor (I'm learning to use VueScan) so I upload another scan in a few hours.

Well, it does not look outrageously wrong when opened and normalized in Photoshop.
It may even be that negative and scan are both reasonably ok and you merely mapped it to a extremely poor tonal range at the output stage...
