I recently purchased a Super Ikonta III and my question is if it is possible to have strap lugs affixed to the body so a strap can be used without the case and if so, who would be able to do it? Thanks in advance.

Your best bet would be on either end of the top deck.
I don't know how much space is under the top deck and whether it would permit strap lugs to be added.
Some of the Zeiss Ikon cameras use strap lugs that are inserted into a hole under the top deck. And then a securing screw runs perpendicular through a threaded hole in the strap lug post.

Indeed, it can be done. My first MF camera was a Super Ikonta III w/ a Novar, and the previous owner had his repair guy put a couple of strap lugs on it. Unfortunately I have no idea who did it, but I don't think it would be too expensive, and any competent repair shop could handle it.
It worked well for me, but carrying any folder is a bit inconvenient if you need a quick shot no matter what you do. Unless you're willing to sling the camera over your shoulder w/ it in the open position and a lens hood affixed. I did that for a spell, but wasn't that crazy about doing so. It was too easy to whack it against a door jam. Usually I just carry a folder in a side bag that has my journal, pen, etc. If I think I'll be using it quickly it stays open and in my hand.
