Interpreting Fomapan 400 datasheet

Hi,
Tri-X was out of stock so I picked up 10 rolls of Fomapan 400 instead. I haven't developed the first roll yet but my plan is to use D76 1+1 for 12-13 minutes. I don't really expect any problems. But the datasheet confuses me a bit. Does the developing curves show that the true speed is more like 200? Or should they be interpreted in another way? In one post I found somewhere there was a statement to the effect that since the curve flattens out for D-76 that is a good developer for pushing. Howcome? Foma recommends developing Fomapan 400 in D76 1+1 20C for 7-8 minutes.

Well, 7-8 minutes in stock solution if I recall correctly. But the development times are clear enough. What I'm not clear about are the development curves showing speed, gamma and density. They seem to indicate that Fomapan 400 is more like 250. But still the datasheet claims that the film is useful up to 1600. So how should the curves be used?

the film is more like 200 asa. I am quite sure about this.
I shoot it as 200 asa and then process it normally.
or one can increase the processing times... and gain a bit of contrast.
