Can anyone provide some info on this film and how I might be able to get it developed?
It was found in a Graflex kit that belonged to a police department. I'm very curious to get it processed and see if anything is on it.

That will be a C-22 process film, the predecessor of C-41. There are one or two services worldwide that still offer processing it - but given the low amount of film you have for testing, they could only give it a routine treatment, which is unlikely to deliver useful results. Personally I would process it for black and white, with one stop push - approximately 7-9 minutes in HC-110 Dil.B. That should be good enough to scan from - don't expect it to be good enough to print.
