I have a Leica 35mm f3.5 Elmar LTM lens with no serial number. Is that common? Or is this not a Leica lens? Or am I looking in the wrong place for a serial number? (Although I think I looked everywhere).

Serial number should be pretty obvious. Chances are you may have a Russian 'Industar' lens in disguise

The serial number on Elmar 50/3.5 LTM lenses is in VERY small print on the black ring around the glass. Try looking with a magnifying glass and angle the lens a bit.
Not sure why anyone would suggest to you that you may have a Russian copy.
Edit: I mis-read your question and see that it's about the 35/3.5 which I don't own - and not the 50/3.5.
Try looking for the serial number in the same place though and you may get lucky.
