budget type. I currently have a 4 piece that goes down to about 19", but I'd really like one that could go down to 16 or 17".
Don't need any fancy ball head or carbon fiber, and even 4' would be great.

This looks like a potential good deal.
I've been using a targus travel tripod with full adj. head for backpack use recently, but this one looks pretty good, maybe some quality issues though??

Manfrotto monopods are good value for money. Whatever you do get a monopod that is tall enough when extended to allow you to stand straight when looking through the viewfinder - if you need to bend, you are not going to be able to brace the monopod well enough.

I really like the Manfrotto 676B but it's the same size as yours.
Very inexpensive but very good.
