This is a tough one! I have been trying to date a couple of my own lenses as well - with no luck so far. Only a rather broad estimate can be given on this one (from me at least
). It is a 2nd generation Industar (first generation had a small lever instead of the finger grips on the focusing ring). 1st generation introduced app. 1955, 2nd generation first supplied on FED 2 and Zaraya around 1959 and replaced by the "Panda" ca. 1963.
I have seen a few 26-Ms with a serial number starting with "0", so a guess might be that yours is a rather late (early 60'ies) model.
