Well, the Voigtlander has a small dedicated following and you'll find plenty of fans on this site. The Minolta is rarer by far and you won't find much info on it... Have you thought about the Ricoh 28mm in LTM as well?
Price-wise, it's apples and oranges. The Rokkor and Ricoh are in the price category of a used Leica Elmarit, which is the lens I would recommend (E46version), unless you must have LTM.

The G-Rokkor cleaverly took the lens from the coveted Minolta TC-1 and put it in a M mount. Reported to be among the best 28's ever made, it's all glass 5 element lens with 2 aspheric elements (3 aspheric surfaces) is hard to top. The speed average but the size, build and performance won't disappoint. Probably rare (expensive!) to boot.
I just had a look on a popular auction website, the G Rokkors are way beyond the $1000 line. A W Nikkor can be had for less, and a Skopar for much less. If price matters ...
