I saw this yesterday in a shop window. What is it?

I was planning to get a FED2 but this looks interesting. Should I get it?

The Mir is effectively a Zorki-4 without the slow speeds. Lots of info on versions, variations etc. here. This one would be an early version. It should make a very nice camera of about the same specification as the FED-2, and some would say it has a better viewfinder. Take-up spools on these are easily lost though as they aren't friction fit. If you're planning on getting a FED-2, this is a great alternative!

Mir is a less common M39 threadmount rangefinder made in the Krasnogorsk factory from 1959-1961. A book I have calls it a simplified version of Zorki 4. Apparently, it's shutter speed range is 1/30 - 1/500 sec plus B while the Zorki 4 has 1 - 1/1000 sec plus B. Other features are similar.

Simplified Zorki-4 it is. Insides are the same as the Z-4, only the slow speed mechanism is missing.

As others have said, it's a Zorki 4 with the slow-speed escapement missing and the slow speeds not marked on the dial. Most of them (is not all) actually still have the 1/1000th speed available, just marked by a dot but no "1000". The VF is bigger and brighter than a FED 2 but the RF base-length is shorter.

I got this instead at the local flea market. Price was 5000 Ft. Fair condition with one camera back lock wrongly put together but an easy fix with a small screwdriver. Occationally the shutter doesn't tension on the first revolution but it happens about 1 in 100 so no big problem.

Ft = Hungarian forint? If so not a bad price at all. Was that leather case included?

Less than 23 dollars with lens, case and lens cap.
As I said it needed a quick fix for the camera back and I have some minor trouble with the release button occasionally not going back in correct position after release which gives one unexposed frame but otherwise it's in good condition. 5000 Ft is almost for free.

Sorry to worry you but that missed-frame wind is probably going to get worse. It's usually (not always) caused by wear in the bottom bearing under the shutter release. You can probably avoid it by turning the shutter-dial a little counter-clockwise after releasing the shutter or before winding. If you hear a click, it's the two pins of the winder re-engaging. If you can live with it, great. If it gets too bad it's a complicated fix!
