Sort of address indeed or kind of "made in ..."
190987 might be a manuf. date such as 19 Sept. 1987 ?

It's supposed to be tracking info for an item I ordered from Russia.

the number is the postal index (zip code)
PI-7 is a kind of special post office for foreign mail with customs where mail is being sorted.
