Neg washing gives contrast changes?

Hi, I just ran a 120 roll through my Bessa folder mainly to check for light leaks and correct operation.
I developed the HP5+ roll in ID11 at 1:1 and washed as normal. In the final rinse I applied some Jessops wetting agent. I allowed some bubbles to stay on the film when I hung it to dry and just gave it a wipe between my fingers (sloppy, I know) and was rewarded with some cracking drying marks.

The crop of the straight scan here shows a great bubble.
Is my imagination, or is there a difference in contrast in and out of the bubble?
