I bought today a Kiev 4 numbered 64... with a Jupiter 8M also 64...
First question: I turned counterclockwise the seftimer lever, seemingly cocking some kind of mechanism inside. Now it stays in that position with a loose lever turning freely. When I press the shutter release button, the shutter is immediately released ignoring the selftimer. Any sugestions? Is the selftimer lever supposed to be turned before or after cocking the shutter?
Second question: The ring around the front lens, the one with the cyrillic lettering, has a copper- coloured discoloration, not the usual black i am used to see. Is this a variant or just a sign of old age ?

under the selftimer lever there is something like a little metal button with an arrow on it.moving it you will release the selftimer lever.

First I had tried it with no results; now I have applied a little more strenght and it worked. Selftimer is fine now, working as it supposed to.

about your second question,i would say the discoloration is a sign of age

A common word of advice for FSU camera owners is never touch the self timers, they seem to cause a lot of trouble. A little late but you confirmed the rule.

i have 9 kievs (4,4m,4am) and in all of them after cocking the selftimer,then the selftimer lever is turning freely,until you release it.so i suppose it is normal with these cameras and not a problem!!!

Mine all work as described, which I'd call "properly." 
The mechanism is not familiar to many users, so a bit of confusion as to how it works is to be expected. I forget myself one in a while.

the self-timer should never give you trouble on the Kiev. if you wind it, you can still take pics normally. so if it's jammed wound or not (halfway might give you problems) you should still be fine.

I also do not trust my Kiev 4 selftimer ... i was trying to fix it in a service point, but they said that it is quite common thing that they're not working properly. So i do not use it at all ...
