In 2013 I bought a D700 with only 30k clicks on the shutter; it was in great shape.

One issue it's always had is that the rear dial doesn't change the settings reliably - sometimes it requires multiple twirls, sometimes it requires very slow turning to change a setting.

I'm assuming this is a wheel and encoder type of sensor and maybe it's just dirty. I'm hoping it doesn't get worse. I'm not about to open my D700 up, but is this an easy fix?

I've had the same thing on various Nikons. My fix has always been to use the camera more often. Seems to clean the contacts up.
