I'm looking to start doing my own printing (digitally not wet sorry to say). Gonna be printing on both 19x13 and 8.5x11 paper. I'm gonna need a paper cutter for this since I don't crop to any one size in particular. So I'm looking for a paper cutter. Right now I'm looking at this Dahle http://www.bhphotovideo.com/bnh/controller/home?O=wishListDetail.jsp&A=details&Q=&sku=15510&is=REG I've heard they make good stuff. Anything better for the price out there? Any features I should be looking for that I'm missing. I don't really want to spend more than this but whenever I try to cut corners I end up having to sell my stuff and upgrade in the end anyways

I use a 36" stainless steel straight edge from Pacific Arc. It is very heavy, and you can use it with a razor blade. I think they're about $50, and a 100 pack of razor blades is about $13. You should be able to get one at any art supply or drafting supply store.
The edge gets very sharp over time, you can use it then to tear paper, too.
ps--use a piece of mat board for a cutting surface and you'll get a perfect every time.
