Possible broken light meter on Pen FT

I recently bought a black Pen FT (not mint). Everything is working fine or so I thought. The built in light meter seems to be sensitive to light... if that makes sense. It seems to function normally in very dim light but when in normal day light the light meter needle indicates overexposure regardless of what film speed and f-stop the camera/lens is set to. The only reason why I assume that the light meter may be faulty is because I have another pen FT (chrome and in way better condition than the black FT) where the light meter seems to function, IMO, more accurately. Is it possible that the light meter may be broken/faulty? And if so, can it be replaced or can a hand held meter suffice? I have noticed that the inner mirror that reflects light to the viewfinder/light meter is chipped... will this cause any light problems.

Also, I live in Hong Kong - so, if anyone knows of any good reliable and reputable repairers that can fix the problem, please let me know.
