Just Swap my R2A to R3A, since i need more magnification for my old eyes.
so I use 35 pancake II with 40mm frame lines and realize that focusing patch (square box in the middle) was shifting when i tried to focus. In particular, infinity will make focusing patch in the middle of frameline and 0.7 meter will place focusing patch in up left of frameline. This also occured with my 50mm lens in 50 framelines
Is it normal?

Yes, it's the automatic parallax correction at work. When you focus at closer objects, the frameline shifts downward to compensate for the distance between the VF and the lens.

You'd have noticed the same phenomenon in your R2A.

I think the rangefinder patch remains static, and the framelines move. It's a feature of the Voigtlander's design.

here's the rough scheme, or is it because the framelines moving and focusing patch stays, then focusing patch seems relatively moving?

it shouldn't be doing that. on any bessa after the R2 (R2A, R2M, R3A, etc...) the patch is static. i replied the same on the other forum yesterday.
you have a problem, i think.
