Macodirect.de has the new Rollei RPX 25 for a good price. I emailed Freestyle about it and they said they would be getting it in at the end of this month but their cost is double that of Maco, so I'll be ordering mine from Germany.

That's a bit steep but not that bad overall. Certainly not "Buy 100 rolls" priced but worth trying.
That's about $6.50 a roll from Maco in USD vs $9 from Freestyle... With Maco's minimum order and the 25,00 EUR shipping, say 20 rolls, comes out to under $7 USD a roll shipped to the US.

On March 1st I'll be good for a couple hundred dollars worth of a group buy. I'm gonna start stocking up on this stuff each month. Already spent the play money for February right before I found out about the film.

I think they discount it a few EUR if you buy a certain amount. I wonder how much savings there is for larger quantities and how much is saved if doing so then paying to ship it to everyone in a group buy?
You can rate Pan F Plus at EI 25 with, Ilford's approval, and it can look very nice when you do. It's another option and probably an easier film for most people to procure. What is this film comparable to? I'm looking to replace the Efke 25 since their QC seems to be very substandard.

As someone who has never used film slower than ISO 100, what is the appeal of a ISO 25 film?
This is a serious question. In 35mm grain is already pretty much gone in a T-grain ISO 100 (Delta 100). Enlarging seems to be limited by things other than grain. In 645 and bigger, well, grain isn't even an issue in Delta 400 pushed to 800. For longer exposures, a simple ND filter will turn ISO 100 to ISO 25.
So, what is the appeal? tone curve, detail in middle tones, that sort of thing? How is this better than Pan 50F pulled one stop, or Tmax 100 pulled two?
I've noticed when using DxO filmpack, I often chose the B&W Agfa 25 preset for my portraits because I like the contrast. But I've got to say, the idea of shooting a portrait at ISO 25 strikes me as really hard (requiring a lot of light).

Good question and notice that Efke 25 / Rollei Pan 25 v2 / Adox CHS 25 was an orthopan film so Red insensitive.

Cubical Silver crystals and due to almost Ortho a higher lp/mm (resolution). Apart that the Efke emulsion was a single layer type film and you can see on my example for Efke 25 / Rollei pan V2 35mm in a extreme high acutance developer like the Beutler A+B even on the computer screen very sharp impression.
Of course depending on the lens too:
resp. Leica Summicron 2,0/50mm, Leica Summarit 2,5/75mm and the roll film example C.V. Bessa III 667 to give you the details. Developers: AM50 (Amaloco) a copy of Neofin Blue, Beutler A+B, Rodinal 1+50.
But the look of a modern technology film is different, the amount of grain is neglectible. And the difference in grain for an Acros 100 E.I. 50 or PAN F+ E.I. 50 or the Efke 25 is marginal. In 35mm already difficult to see, in 6x7cm roll film all these films should be printed without any noticible grain even in a big format photo.

I love Rollei Pan 25 developed with a Rollei developer. Still have some in the fridge for a rainy day.

Dear defconfunk tonal rendition is the name of the game slower films have a different contrast than higher speed films, the grain isn't really what matters the tonal rendition does. Also the quality of the grain is different T-max as much as I love this film has very different grain structure than classic films and some people prefer the grain from classic films. Ilford Pan-F is a great film with very bad latent image keeping properties so not best choice if you can't develop within a short timeframe after taking the picture.
Pulling a film decreases contrast and compresses some tones not something you want in a lot of cases. The slower the film the higher the inherent contrast so by pulling the film you're getting the exact opposite result from slow film.
And finally nothing looked like EFKE/ADOX 25 or 50 haven't tried the new RPX though and hope that it will have the same classic look as the EFKE offerings.

It's still cheaper from Maco though. I'll be buying a minimum of twenty rolls at a time. The developer shown with the RPX-25 in the link above is not for the 25 ISO though. …and the 250mm bottle is almost twice as much as Maco too.
