Scanning a gray card

For a calibration exercise, I scanned (as a photo, 16 bit grayscale) a Kodak gray card on a high-end flatbed scanner. I then opened the file in PS and, with the eyedropper tool, noted the K value. The reading is 67 (black = 100). Is this the value that I should have gotten?
