Service 28mm M-Rokkor in Europe?

I just picked up a 28mm M-Rokkor quite cheap but it seems to have a bad case of the "white spots syndrome". They are not only on the outer parts of the front lens but all over the front lens (as far as I can see in certain light). As far as I have understood reading on the net it does not affect the picture at all, is this correct?

Anyone know a good place to have it fixed cheap, preferably in Sweden, Scandinavia or Europe? Could be good to have it CLA'd in case I wanted to sell it one day.

If its just on the sides of the front element then it doesn't effect image quality as they dont block the optical path but it sounds like your has progressed to the rear surface of the front element which will have an effect.
