When something is shipped from over there who delivers it here? My ebay seller shipped via Ukraine Post on Feb 19 and I want to know what to look for. Thanks

yeah...half expecting that. This Ebay purchase happened on Jan 25th and I'm still waiting. By Feb. 17 he had still not shipped from Ukraine. When I complained and asked for a refund he offered to give me a Helios 44 in addition to the M42 Jupiter 9 I ordered. I told him that I'd rather have an M39 Jupiter 8. He said okay. So yeah....I'm expecting a brick...
I don't really think you'll get a brick. It will come regular mail. It might take over a month. These things are not for the impatient.
Keep the PayPal claim limit in mind and file before the time runs out if you don't get it.

My experience (I live in India) has been two weeks or less. The bricks were despatched without delay, though I'm still waiting for the mortar.

My experience with at least 7 items has been good so far. From FSU counties, 3 to 4 weeks is not unusual. BUT, on 27 Feb, I bought a FED lens from Ukrainian eBay seller korodub. His track record was pretty good but with only 290 transactions. He acknowledged the payment on 28 Feb and left me positve feedback. For some reason, he was not going to post it unil 3 Mar. On 2 Mar, I found out that he had been de-registered by eBay. I will continue to believe the best about people until proven otherwise ... or unless the OP tells me that his seller was korodub.

One thing I don't particularly like is that some sellers let you understand your FSU item will be shipped from within the EU but in reality it is shipped from Ukraine. This means I need to fetch the package from the customs office and pay for an additional VAT. Other than this small nuisance I've never been hoodwinked when dealing with FSU items or sellers.

Instead of asking for a J8, you should have asked for an exceptionally hot Ukrainian mail order bride to be thrown in. That would have been worth the wait, especially if she was able to make sure the lens would focus properly while she and it were in route.

Hmmm, but don't forget it can take a while for the money to get to them and then the mail can be delayed by customs looking for all sorts of heavy metal things. It's to do with the war on tourism, or something...

Over the past 3 or 4 years I have received packages from Oleg(OKVINTAGECAMERA),either purchases or items returned after a service.All arrived safely and in around a week from posting each time.(Oleg is situated in Russia as opposed to the Ukraine.)

Lenses showed up today. Both are very clean and focus smoothly. The Jupiter 9 has some oil on the blades, but they still move smoothly. So...for my original $125 and the delayed shipping I got a good working M42 Jupiter 9 with front and rear caps, a good tabbed Jupiter 8 in M39 with front cap, and a fairly clean 49mm yellow filter. Not bad.

Seriously, I've come across a lot of rogues in the UK. One dealer offered a Leica lens and after waiting a week or more PayPal told me I'd got a refund coming as a cheque which would take a while to clear (and cost me). I asked the dealer why his "Buy It Now" lens wasn't available and got nowhere, then reminded him of his obligations and got abuse and threats. Blame the victim for complaining sums it up well.
Equally I have waited ages for stuff sent as 1st class letters. there's a lot sell on Sunday, take a week to pack it and then post it over a week later on the Monday. And as for the packing and postage charges...
I've had stuff like filters and lens caps posted in the UK in second-hand envelopes, folded in half with second-hand stamps on them, and been charged three times the value of the stamp (when new) for it...
And I've had really first class service from the UK. I see no reason why people in the FSU should be any different. One or two have even given me short histories of the items I've bought when I've thanked them for excellent goods and services.

I just waited about three weeks for a J8. Comes registered mail so you will have to sign for it most likely.
