Summitar Problem

Can anyone tell me what is wrong with this photo? Is this lens flare, or something else?

I found a good deal on a very nice looking Summitar, and picked it up last Saturday. The only problem is, if the light is in the wrong spot (in front and above), I can consistently get this problem. 🙁 I'm a real fan of the Summar on the M9 (in fact I like it so much I have two copies in different conditions), but am undecided on the Summitar).
 
I does look a bit like veiling flare, only more so. Most of the picture is sharp, contrasty, and saturated. Seems strange to see that clarity, together with such extreme veiling, in the same shot. Did you use a hood? I've never seen this effect before. The lens is clean and free of fog/fungus/haze when shining a bright light through it?
 
I see some dirt in there when I shine a flashlight through, but nothing that looks serious. One strange thing is I can consistently get this in our kitchen. Handy for checking it out, but irritating (it's also how I actually first discovered the problem (I think it was the first shot I took).
 
My summitar has a tendency to flare, but looks nothing like your problem - is there a "rainbow" pattern in the flare region? Could that be from some separation developing?

I should have posted just a plain photo, but without thinking I hit 'auto' in Adobe Camera RAW. That is where the rainbow effect comes from. Other than that, that's how the photo looks straight from the camera.

I don't think the lens is starting to develop a separation issue, BUT, I can't guarantee.
