Toko 4CM/F3.5 for Minion 35

Posted a while ago with no responses. This little lens goes on the very tiny Minion 35A from about 1948. It is a triplet with two cemented rear elements, very easily removed. My question is, this is a front cell focusing lens, but the focusing ring just spins freely without adjusting or seemingly moving anything. Would anyone have a Minion 35, either A,B, or C model to tell me how this lens operates correctly? It unscrews from the body but there was never another lens designed by Tokyo Kogaku, and the mount is unique to this model and the following Topcon A and B camera of the early 50's.
