Voigtlander Bessa R - shutter speed selector issue

I’ve got an odd problem on my shutter speed / ISO selector.

It behaves normally when set to ISO 50. At 25, the lightmeter is indicating that the speed dial is one click too far anticlockwise, so bulb is now at 1/2000.

I can tell because when I turn through the faster shutter speeds, the meter switches from under exposed to over exposed when I reach 2000 rather than at bulb.

Changing to ISO 100 reverses this behaviour, so bulb is now at 1s. It offsets by 1 stop as I change ISO. ISO 200 bulb is at 1/2s, ISO 400 bulb is at 1/4s and so on.

Any idea what would cause this?

I've taken the selector off and can see nothing. It looks like it can only be assembled one way. I'll take the whole top cover off and investigate further unless I get any suggestions
