It's all about language.
In England, 'Voyeur' means someone who gains some kind of sordid/sexual gratification from looking at others.
'Observer' is a cleaner word.
But 'Voyeur' will have different meanings in different places.
(Like asking for 'cous-cous' in Lebanon - cringe)
